In recent times, there has been concern over the increasing number of destitute and mentally ill people roaming our urban streets. There was a call for something to be done about it but the situation remains the same. This is partly due to the inability of the institutions responsible to control the situation and partly because of neglect of individual responsible for these people. The old soldiers among them are the responsibility of the veterans Association of Ghana, it is therefore fitting that they propose a scheme to rehabilitate them. The rehabilitation facilities existing in the form of Veterans Association Villages (Legion Villages) have not stopped some of them from begging for arms. With the processed removal of the Veterans Association Village on liberation road in Accra to make way for commercial development, the opportunity has arise for the creation of a new village with a new conceptor rehabilitation which would serve the needs of these helpless people and those on the way to destitution. The first part of this thesis analyses the existing situation in the country, mentioning development trance in this context on the international scene and documents statistics on the veterans of the Accra village. Based on these statistics, the social, physical and economic analysis and synthesis of documented data, a brief was evolved designed to meet the requirement of the users of the development. The second part is the design proposal showing the new concept and the employment of technologies to enhance the quality of activities at the proposed villageen_US
