Abstract
One of the dynamic aspects of education is the general belief that investment in it will yield great dividends. Its main contribution to nation-building is the supply of manpower needs. Education in the arts is a contributing factor to national development. It is an axion that no curriculum is complete without art in the Ghanaian scene, education in the arts is offered in Secondary Schools and Colleges. However, not much support is given for its development in official circles. Educational authorities pay lip services to its potentialities but they fail to give it the required physical support. This is mainly due to ignorance, negative attitudes and biases in the values they place on art. Some educational administrators consider art as a frill and tenuous and therefore do not pay much attention to its funding. Not withstanding the meagre sums of money that are allotted for Art Departments in Secondary Schools, some heads of schools divert some for other purposes. Due to inadequacy of funding, Art Education programmes are suffering in the secondary schools and this, in turn, is adversely affecting the quality of the teaching and learning of art. This thesis seeks to verify the authenticity of the above assumptions regarding the status of art in the Secondary Schools. In order to reverse the present trend of affairs, there is the need for a proper look at the promotion of Art Education in terms of financial administration hence the study. The research methodologies employed are the Descriptive and Analytical survey methods. The research instruments used are questionnaire and interview. The scope of the research covered thirty per cent of secondary schools in the Ashanti Region. In all fifteen selected schools were used for the study. The random sampling method was used in the selection of the schools. The research report is presented in five chapters as follows: Chapter One: This is the introductory chapter which caters for the problem and its setting. Chapter Two: This chapter deals with the review of related literature. Chapter Three: This chapter covers the procedures used in getting the research accomplished. Chapter Four: Results of the analysis and interpretations of the field data obtained during the survey have been presented in this chapter. Chapter Five: This chapter deals with summary, suggestions and recommendations, and the conclusion of the report. It is anticipated that if Art li4ucation programmes are properly funded and effectively administered, its quality will dramatically improve and its impact on national development would be realized and it will be accorded its due respect.
