Abstract: Flood hazards are expected to exacerbate due to increased human activity and climate change. Consequently, f lood vulnerability within communities will be expected to increase especially in developing countries. Relatedly, the Africa climate change summit in 2015 advocated for a robust Community Resilience Framework (CRF), embedded in local knowledge, governance, history and culture. With growing informality, reclusiveness and inequality as infamous cross-cutting modernity challenges in urban African culture such as Ghana, there is an urgent need to fully understand and develop what constitutes appropriate and culturally acceptable resilient framework for flood risk management encompassing divergent local discourse in urban centres. Drawing on empirical data and literature review, a community based resilience framework is proposed and discussed. Going forward the framework would be used in identifying the key indicators that incorporate the realities of Ghanaian urban dynamics into inclusive multidisciplinary resilient framework for flood risk management. Since this study is at the conceptual phase there is the need to expand the study to other communities towards building a more triangulated understanding of an appropriate framework.
