Primary data was collected via a standardized questionnaire sent to 381 top-level managers of Ghanaian construction firms. Stratified sampling was used in the research. Structural Equation Modeling was used to verify or disprove the study's hypotheses. Descriptive statistics were used to compile an overview of the data. The study's findings revealed that ethical culture formation has a positive and significant influence on circular procurement. In addition, ethical culture formation has a positive and significant influence on ethical sensitivity. Furthermore, ethical sensitivity has a positive and significant influence on circular procurement. The mediated effects are analyzed, ethical culture formation effect on circular procurement in the presence of ethical sensitivity (indirect effect) is statistically significant. This study, therefore, makes a twofold contribution. While this study happens to be the first of a kind to explore how ethical culture impacts circular procurement in the context of developing economies. This study extends existing knowledge on ethical leadership theory. The outcome of this study may also be useful to buyer and supplier entities, especially in public procurement interested in building and maintaining ethical practices among themselves.
